Proposed Model for Assessment of the Arab Universities Strategic Performance by Adopting Sustainable Balanced Performance Score Card Technique

Abstract

Abstract: Currently, our Arab universities find themselves in the face of a competitive future that requires development of systems to support the future processes with strategic and administrative planning relying on philosophy of their strategic performance assessment and evaluation. The philosophy that assumes strategic operational goals that navigate and track all the organizational levels. Based on associating the evaluation process with the vision of university institutions is considered one of the most important specifications of the effective evaluation so that it becomes consistent with the institution's goals, that produces a good effect on improving the university performance and achieving its strategic goals. The current study aimed to adopt Balanced Score Card as a foundation of building a model for assessment and evaluation of Arab universities strategic performance. That is for providing a foundation for accountability and helping precise prediction of university strategic performance effectiveness in achieving sustainable competitive advantage. The study used the Descriptive Approach in its procedures. It reviewed some literature on assessment and evaluation of university strategic performance and detecting the reality of the Arab university balanced performance assessment, its most important advantages and difficulties in application. The study ended to the proposed model for assessing the Arab university strategic performance by adopting the Sustainable Performance Balanced Score Card technique. The study came up with a number of conclusions such as : Using Balanced Scorecard technique for assessing and evaluating the universities performance provides a chance for forming a systematic chain of benchmarks that translate the university mission to create, share, and get use of knowledge within a dynamic, cohesive, coherent, communicative framework. It also provided some recommendations and proposals in the light of the description and interpretation for improving the future of the Arab university in order to achieve the competitive advantage: Setting constant evaluating studies for University's different performance aspects through supporting research excellence centers in the Arab universities, employing the proposed model for evaluating the Arab university performance as it has a set of benchmarks that consist of a number of operational and strategic performance indicators and in the way that provides a clear objective picture of the university outcomes.
